Make Site Adaptive and Introduce Hamburger Menu for Mobile

I added the latest release of pico-css to the repo and we build from scss now. This way the main.scss can use the variables from picocss directly.

Improve Documentation

In der Readme sollte noch darauf hingewiesen werden, dass vorher ein neuer branch erstellt werden muss. Damit sich auch neue git nutzende zurechtfinden :)

Home: Add ellipsis to announcement summary

We need some ellipsis inside the paragraph here as well, but the {{ .Summary }} already has the closing </p> tag. Adding the ellipsis after the paragraph is kind of ugly.
